1st Consultation on IPMS: All Building Asset Classes Launched in Dec 2020 for partitioners feedback
IPMS (International Property Measurement Standards) Standard Setting Committee has just launched the 1st consultation globally on the harmonised measurement standards which cover various asset classes as well as mixed-use buildings. On the top of IPMS 1, IPMS 2, IPMS 3A and IPMS 3B, a pair of new standards IPMS 4A and IPMS 4B is introduced for specific requirements like ratio between front of house and back of house of a hotel.
A quick summary of IMPS
IPMS 1 - measurement to the external extend of external walls
IPMS 2 - measurement to internal area of a building
IPMS 3A and IPMS 3B - measurements on exclusive basis to an occupier externally (IPMS 3A) and internally (IPMS 3B)
IPMS 4A and IPMS 4B - measurements of selected part(s) of a building as required for facility managers and corporate occupiers including walls and columns (IPMS 4A) or excluding (IPMS 4B)
Internal Dominant Face (IDF) – IDF refers to inside surface area that comprising > 50% of each wall section. IDF is one of the measurement boundaries under IPMS 2 and IPMS 3B.
The IPMS Coalition now has comprised 89 organizations, including Australian Property Institute (API), Building Owners & Managers Association (BOMA), China Institute of Real Estate Appraisers and Agents (CRIEA), Japanese Association of Real Estate Appraisers (JAREA), Royal Institution of Chartered Surveyors (RICS), etc. who have realized the needs of national property measurement standards. However, HKIS has not yet be among the member list.
There are some 13 specific questions in the consultation plus an open question for general comments. The consultation will end by 1 March 2021.

IPMS (國際房產測量標準) 標準制定委員會於近日首次就統一資產和綜合用途樓宇的測量標準向全世界進行諮詢意見徵集。除了IPMS 1、IPMS 2、IPMS 3A和IPMS 3B外，兩項新準則IPMS 4A和IPMS 4B也被引入以用於滿足一些較另類要求，例如量度酒店前台區域與内部工作區域的比例。

IPMS 1 - 包含外牆外部延伸面積的測量標準
IPMS 2 - 建築物內部面積的測量標準
IPMS 3A 和IPMS 3B - 以使用者獨立使用面積，包含及不包含牆和柱的兩套測量標準
IPMS 4A 和 IPMS 4B - 按物管和使用者的要求對建築物選定部分的測量，包含及不包含牆和柱的兩套測量標準
內部主牆面 (Internal Dominant Face) - IDF 是指每個垂直部分表面積50%以上的內部裝飾表面。IPMS 2 和IPMS 3B 中均有採用IDF 為量度範圍之一。
IPMS Coalition (國際房產測量標準聯盟) 截至目前共已有89個組織參與，包括澳大利亞房地產協會 (API) 、業主和管理者協會 (BOMA) 、中國房地產估價師與房地產經紀人學會 (CRIEA) 、日本房地產估價師協會 (JAREA) 、皇家特許測量師學會 (RICS) 等。然而，香港測量師學會尚未加入該聯盟成為會員。
此次諮詢意見徵集包含13條指定問題和1條徵求其他開放建議，諮詢期將於2021年3月1日截止。
